A tool tip is a pale yellow rectangular box that displays the icon description when you rest the mouse pointer over any of the toolbar’s icons.  (See the example below.)  Tool tips appear when you rest the pointer over the icon for about a half-second; they disappear if the pointer is inactive for 10 seconds.
