When an action is blocked, PROIV Developer will simply not perform the action. This can look exactly as if s on the toolbar and on screens are not working. It is your responsibility to inform the developer that their action has been blocked (with the partial exceptions of bulk actions, such as bulk build and import – see ‘Stubs’ below), probably with a pop-up window.
The CCN that appears, and logged in PROIV Developer is always the one that was returned in the stub pertaining to that action. If a stub returns a blank CCN, then that action will not be logged as a CCN action. A CCN is never needed when an action is blocked, but it will do no harm.
