038     NOT ENOUGH DATA IN BUFFER - EXTERNAL FILE - filename

Cause:             The record read from a non-PROIV file (fixed length) is not large enough to contain all the information specified in the associated file definition.

Action:            Check the associated file definition for the specified file.  The layout may have been expanded without reorganizing the actual file.
