Issues with XFER Logic Verb

Currently, the use of the XFER logic verb to transfer control to another process has a number of restrictions:

There is no wildcard expansion of the command line on Unix systems.
Using a null command may cause a core dump on some Unix systems.
.BAT files cannot be executed on DOS platforms.
