428     PARAMETER ERROR IN PARMS STATEMENT - LOGIC ID ID# LINE# line#

Cause:             An error exists in the parameter list of the PARMS statement.  Possibly the first character (# or $) is missing from one or more scratch variable names in the parameter list.

Action:            Verify that all the parameters listed in the PARMS statement represent scratch variables and begin with either a # or $, depending on the data type of the parameter.
